A stealth payroll loaded with friends, relatives and political operatives of Chicago aldermen appears to violate a ban on political hiring and was not revealed to the federal court overseeing city hiring, the court-appointed monitor concluded Monday.This man could care less.
Noelle Brennan cited a series of "actual or potential abuses," including many highlighted by the Tribune in November when it documented the existence of the $1.3 million Finance Committee payroll.
"The city or City Council's failure to disclose the existence of (the payroll) through the four years since the monitor's appointment is concerning," Brennan wrote in her report filed with the court.
